My family has had two members serve as 911 dispatchers. One who worked for a rural FD recounts one citizen who rarely missed a day calling 911 for some invented reason or other. He was never actually in trouble, he just had nobody, was lonely, and lived for the attention. (He wasn’t even a senior.) The FD was mostly idle and got a kicker for every call they responded to, otherwise I suspect they would have ignored him the same way.
