Of course it devalues citizen votes. That’s why they count noncitizen votes. They cancel out OUR votes. This isn’t rocket science. The left is evil…but not particularly clever. The one thing they understand is WE have rules and THEY don’t. Thus they will generally prevail by ignoring rules.
Counts have consequences.
“Florida had an estimated 3.48 percent undercount, the fourth-highest rate in the country behind Arkansas, Tennessee and Mississippi. Other states with undercounts were Illinois and Texas. States with population overcounts were Delaware, Hawaii, Massachusetts, Minnesota, New York, Ohio, Rhode Island and Utah, according to the census bureau.”

“An estimated 3.48% of Florida residents were missed in 2020, compared with less than half a percentage point (0.45%) in 2010.”
The Florida undercount is estimated to be 760,600 – “more than the population of Wyoming (576,851), Vermont (643,077) or Alaska (733,391).”
“An analysis by Election Data Services shows it [Florida] needed a mere 171,500 more people to have another representative in Congress.”
