What do you do with some piece of crap so unacceptably morally conditioned that he can’t be trusted with a brick?

I’m thinking public flogging and two weeks in the stocks before a year at hard labor to make restitution and pay for his upkeep. And woe unto him if he hurt someone, the worse he did the worse for him.
