And that is only one example of why the Constitution of the United States in general, the Bill of Rights in particular, and the Second Amendment specifically, do not “grant” anything to anyone.
The Founders wanted the militia power to be in the hands of We the People, not the hands of some bureaucrat, official, or group of legislators.

Their swords, and every other terrible implement of the soldier, are the birthright of an American….
