Given that blindness is a medical condition that is not a mental illness, the licensing authorities would have a hard time justifying denying his application on that basis alone. Would they deny someone with Type 2 diabetes? Or cancer? Or asthma? Why not an arthritic knee which renders them unable to flee from confrontation, which is the primary reason they’re applying?
A better question would be, if he’s truly and fully blind (as opposed to “legally blind”, which isn’t necessarily completely blind*), why would he apply other than as a publicity stunt?

* – I’ve known people who are legally blind who are nevertheless excellent shots. In some cases they’re so near- or far-sighted that they can’t see much without corrective lenses, but with the right glasses they do fine. In others it’s severe tunnel vision — imagine seeing life through paper towel tubes — they have no peripheral vision but what they can see, they see fine. They do great at bulls-eye shoots.
Is a sighted person with a “belly gun” more or less capable than this poseur?
