I’m thinking the first attempt was to identify how much business they would lose over it. Now that they’ve decided the decimation was acceptable, and they know that the customers remaining are highly unlikely to bail over a subsequent, similar policy, they’re going to start larding on the penalties. They may get out of this with a profit, having identified the extent their own customer base is willing to be bilked.
Hmmmm Makes one think that those dumb-ass lawyers at PayPal was thinkin’, “Let’s see. How can we make our stock price tank along with out client base?”
