Assuming the order is correct if you still have a magazine with rounds in it and a chambered round, racking the slide will eject the chambered round AND load another round from the magazine. To “ensure” a semi auto handgun is NOT loaded you FIRST drop the magazine THEN rack the slide. With most semi auto handguns you will then see the handgun in a non charged state the slide back and the barrel exposed. Of course I have had the “long arm of the law” tell me I know nothing about firearms even telling me I have fired 4,000 rounds of ammo in the wrong caliber (9 mm rather than 40 S&W for my Glock 27). Our bettors always assume we know nothing and they are the experts in everything.
