  1. We see TONS of legislative attempts like this. Put forth by grandstanding petty politicians who KNOW the attempt has zero chance at passing. The purpose is to curry favor with their constituents, not to actually accomplish anything.

    1. Massachusetts has even formalized this process. If a citizen writes a bill and gives it to his rep, by law the rep has to file it. Usually the rep files it “by request,” which is a codeword urging his colleagues to lose it and abuse it.
