My uncle, my brother, my son, and many of my high school classmates were all in the police biz at one time or another. They all knew their “frequent fliers” on a first name basis. IOW, the police, and in turn the rest of the misnamed “criminal justice system” know exactly who the bad actors are. Being able to link 90% of crimes to a perp is not the problem.
The problem shows up in what the “system” does with that info after the fact.
