“Innovative”?
What does this program offer that’s new and different from any previous program?
They have a system of block level monitors in Cuba. But I would think that the Cuban government would be a bit less forgiving than the one in St. Louis.
I’m also guessing that block level monitors won’t be able to tell St. Louis police anything they don’t already know about who the bad actors are.
Like in most American cities, the problem isn’t that the cops don’t know the bad guys. My son knew his “frequent flyers” by first name. It also isn’t a problem of the cops not arresting law breakers.
The problem comes from what happens next. Adding a layer of block monitors isn’t going to change that one bit.
