This appears to be a wonderful opportunity for local entrepreneurs (not in Illinois) to sell magazines to Illinois residents who travel out of Illinois to purchase magazines. This business model works well for the New Hampshire state liquor commission to sell alcohol and tobacco products in state run stores to non-New Hampshire residents from states such as Massachusetts and New York which tax these products at a higher rate than New Hampshire.
