Per the “white paper” from the Violence Policy Center that was the original call for what became the 1994 Assault Weapon Ban, the goal was to ban an entire class of weapons that was (then) owned by few Americans.
“Assault weapons—just like armor-piercing bullets, machine guns, and plastic firearms—are a new topic. The weapons’ menacing looks, coupled with the public’s confusion over fully automatic machine guns versus semi-automatic assault weapons—anything that looks like a machine gun is assumed to be a machine gun—can only increase the chance of public support for restrictions on these weapons. In addition, few people can envision a practical use for these weapons.”

Unfortunately, in the view of folks like VP Harris, America’s reaction to the 1994 AWB turned a rifle that Colt was having trouble selling, into “America’s Rifle” with an estimated 22 million in citizens’ hands. Americans can be a perverse bunch. Nothing quite like telling them that they can’t have something to gin up demand. The reality is that, given the development of new manufacturing techniques, there is no practical way of knowing how many have been made by American citizens in the privacy of their own homes and outside of normal supply channels that can be monitored by NSSF or FedGov.

What’s funny is that I and millions of others own a certain model rifle that fires exactly the same round as the AR 15 and the military grade combat rifle that has a similar appearance. It fires that round at the same rate of fire, same or better accuracy, will accept magazines of the same capacity selections as the AR style rifles,, and it LOOKS just like a Grandpa Gun.
