The first step to head off this abuse is to eliminate the 4473 altogether. That should have happened after the unconstitutional National Instant Criminal Background Check System (NICS) came online in 1998. However, even that is no guarantee that other records, such as retailer inventory records, would not be available to ATF, FBI, and every other Johnny Law out there who wants to go on a fishing expedition.
Every person who works with technology has said, the SECOND the 4473 forms were scanned and digitized, they were searchable. OCR (Optical Character Recognition — basically, the computer can recognize visual text and convert it to digital text) has been a feature for years. The BATFE didn’t have to “build” a database; it built itself as the forms were scanned.
