Its not a bug. Its a feature.
No list -> no instructor -> no training -> no license -> no (legal) firearm.
Of course, “the bad guys (and bad girls)” will continue to do what they have always done. Like all gun laws, this one only stops the law abiding.* The rest are inconvenienced at best.
