If we truly had a government by and for the people, discovery of a firearm/ammo in your unchecked luggage would have a different outcome. You would be given the option of renting or purchasing at a reasonable fee a case and lock suitable for checking the firearm/ammo and then checking in the firearm/ammo, storage (preferably in a newly acquired storage case to prevent tamperin) at a reasonable fee of the firearm/ammo or forfeiture of the firearm/ammo without further penalty. How do we now handle a toiletry item that is too large of a quantity to be allowed? Discard the item without further penalty?
