      During the war in Kosovo, Clinton expanded the rules of engagement to include not just the Serbian war fighters, but also the Serbian politicians who sent them, and perhaps more importantly, the Serbian press who egged them on. That’s what you and Mike were both referring to. Don’t just deal with the threat on your doorstep. Deal with the people who sent the threat to your doorstep.
