I thought ATF announced they were ending zero tolerance voluntarily, but this would make it mandatory and besides, who believes them?

I don’t see it on GovTrack yet, but they give his recently introduced “H.R. 624: To reform the Bureau of Alcohol, Tobacco, Firearms, and Explosives” a “1% chance of being enacted.”
