Both sides seem to have two stacks of “legislation.” They have one stack that they intend to pass to solve a problem. Then they have another stack that they’d really rather not pass, because that would take away one of their campaign talking points and/or something they like to virtue signal with. The Federal Minimum Wage is a rather easy example. At any time Congress could set the wage to a logical level, for instance, what you would need to support a family of four at just above the federal poverty line, and then index it for inflation. Problem solved for all time. But if Congress solved the ever present minimum wage struggle, and all the other problems that have been around “since Christ was a corporal,” what would they campaign on?
Sometimes the results can be as confusing as a well built woman in a tiger stripe camouflage string bikini.
