While Ecuador recently loosened restrictions on civilians carrying firearms, it has done very little to make it easier for them to own. Citizens must submit to a lengthy permitting process that includes a certificate of skill in handling and using firearms, along with a drug test and psychological evaluation. To make matters worse, according to those familiar with the process, the issuance of a gun license could take anywhere from a few months to a year.   1. It depends. At what point is the threat of harm from freelance criminals outweighed by the threat of harm from authorized criminals?
