Mostly on the med center, yes. But I wouldn’t entirely excuse the cops, either.
Anyone trained on basic First Aid/CPR is taught the signs/symptoms of heat exhaustion and heat stroke, in addition to the usual cuts, scrapes, sprains, strains, fractures, diabetic emergencies, etc. (No, cops are not EMTs, but around here police academy training includes the same basic First Aid and CPR you’d expect, say, a child care worker to have.) A couple more questions on the parts of the officers might have prevented an unnecessary trip to the jail AND a second trip and extended stay at a different hospital.
Having not seen the body cam video, it’s also possible the cops asked the relevant questions and the med center staff didn’t answer them correctly. If so, good on the officers. But it seems more likely the cops made the same fact-devoid snap judgment the med center staff did or deferred unquestioningly to whatever they said regardless of what they actually saw.
