See, not having special professional training and all, most people would have probably done something stupid, like ring the bell or knock first, talk to the resident, present a warrant of eviction…
Don’t these things require notices and a time period first?

They do. But the only person-to-person or even person-to-address contact is performed by process servers, not cops. And it’s safe to assume those could have been done perfectly correctly, at the correct address. It’s the cops that screwed up here, no different from the usual no-knock from the blue.
