Legislation alone cannot override the Constitution of the United States (as amended).
Until or unless SCOTUS changes its interpretation of the 14th Amendment, or another amendment that alters or cancels the 14th’s language is passed by the congress and ratified by the states, then pretty much unlimited birthright citizenship is the law of the land.
