    All guns must be licensed.
    Individual limited to one licensed gun, except for only ones.
    No ammo buys except for caliber of guns licensed. Total buys limited and all expended ammo must be accounted for.
    No parts may be bought except for the model and caliber of guns licensed to you.
    Machine tool and 3d printing device sales and possession barred as these could be used to make guns.
    Of course ( insert tyrant name) we support 2a.
