    1. Yes, the state governments imposed it on their subjects via state level legislation. I’m sure Howard (whom the U.S. GOP absolutely adores) didn’t have to twist their arms too hard.

      Another thing–he had to get this agreement from the states because the Australian federal government doesn’t have the power to regulate intrastate activity, including enacting gun and crime laws. Imagine that, no “interstate commerce” crutch to enable unconsitutional federal regulation of intrastate affairs!
