“Missouri is currently an open carry state, meaning concealed carry permits are not required to possess a gun” This is not what open carry means, at least not in Missouri. Open Carry means that the firearm need not be concealed. The phrase they are looking for is “Constitutional Carry”
Not really.
True Constitutional Carry would be that your creator endowed RKBA was all you needed. Any attempt to require more was forbidden by the Second Amendment. Hence “Constitutional Carry.”
The only state that had Constitutional Carry was Vermont. They didn’t care what you carried or how, as long as you behaved yourself. My understanding is that refugees from Connecticut have now started f**king that up for Vermonters.
What you and others are calling Constitutional Carry should be called permitless carry. It can be a double edged sword because if your state doesn’t have permits, you’re out of luck when trying to carry legally in states that require one yet grant reciprocity to out of state permit holders.
Some states, like here in Florida, now have both permitless carry and permits for those who want one for just that reason.
Rarely if ever does an officiously titled state CONstitutional amendment fail. All these guys have to do is qualify it for the ballot and the unknowable rules that must be obeyed based on some line on a map will spring up like mushrooms.
