That would be, any dealer who sells enough volume that they come up multiple times. It would also be any small, shady used car dealer who sells to anyone with the cash, whether or not they’re here legally, whether or not they have a license or insurance, and whether or not they know the rules of the road here. (My home town has dozens of these; most are run by one or two guys — usually related — and almost all have prominent “Se habla espanol” signs.)
But we won’t talk about the latter, because they tend to be ethnically-similar to their (unlicensed, uninsured) customer base, and that would be racist.
Instead, we’ll condemn large, American-run business groups, built over generations, who sell a lot of cars both new and used, and so by volume alone will appear a few times as the original sellers of cars involved in crimes and fatal accidents (and we’ll ignore whether the cars were later re-sold or stolen).
