How can it be a “criminal” matter if charges have not been filed and a conviction obtained against the shooter?

Hasn’t SAF already resolved this, with a federal judge declaring in 2019 that “the East St. Louis Housing Authority cannot deny, through rules and regulations, a tenant’s right to lawfully own a firearm”? Yeah, different federal districts between St. Louis and East St, Louis, but you’d think the lesson would have been learned, assuming the bureaucrats are knowledgeable enough to apply it…

And hasn’t that success been repeated in New York, Tennessee, and Warren County…?
