I’ve found WRT following the law, people break down into three groups.
1. Some follow the law because its the right thing to do
2. Some follow the law because they might get punished if caught breaking it.
3. Some say “F you and your laws. Catch me if you can.”
Note that which person falls into which group is often more based on circumstances and the particular law in question than you might think. Remember all the folks driving 55 mph when that was the national speed limit?
