Also, “homicide” is not “crime,” or even “violent crime.” It’s a small subset.
Therefore, “homicide rates” are not “crime rates” or “violent crime rates.” It’s possible to be among the most dangerous cities due to violent crime and still have low homicide rates; it just means you’re likely to survive your assault.
(Not that the average street thug thinks this way, but … in a soft-on-crime city where the vast majority are disarmed and easy/safe to victimize, killing is counterproductive; it’s more fruitful to leave them alive to be victimized again sometime in the future.)
Violent crime, especially in those urban cores, also varies by time of day. A friend owned a machine shop that catered to businesses that were typically located in gritty urban manufacturing areas. He made it a point to do any “in person” pick up or delivery visits from 0900-1200 stating “The people who spent most of the night rapin’ and plunderin’ are not early risers. They tend to be home sleeping it off.”
