People in that part of the world have had a tradition of being armed to the teeth, albeit quietly, since the days of Vlad Tepes.
Tito had no problem arming his anti Third Reich partisans because they came to him already armed. Over the course of the war, their stock of weapons were augmented by hardware captured from the Nazi’s and then the Russians.
One of Tito’s biggest problems after the war was getting his former guerilla fighters to turn all that stuff in. Rumor has it that the folks in Montenegro are better armed than a threeper’s wet dream, just none of it out in the open.
Only time will tell if the current government will have better luck disarming them than was had by the Turks, the Germans, the Soviets, of the Yugoslavs.
