On one hand, IIRC the Pell Grant is just that: a grant of money directly to the student, not the school.
On the other hand, it’s supposed to be used for education — tuition, books, fees, etc.
And on the shooting hand, money is fungible. The Covenant killer could have used the grant money for school-related expenses, but since that freed up money she already had and would otherwise have used for school, she suddenly had an excess of her own money to use to buy guns and ammunition.
It would be very difficult to prove she “bought guns with Pell Grant money.”
If you were a Hollywood writer trying to shop this one around you’d get laughed right out of a producer’s office.

Unless she didn’t spend ANY of the money on school related expenses, which would be crazy poor OPSEC, but she was crazy so maybe . . .
