  1. Let’s be clear. Legislators are not graduates of Hogwarts, able to control the behavior of the muggles by waving a wand while incanting a spell.

    IOW, no law, in and of itself, has ever stopped anyone from doing something they really, really want to do.

    Legislators who suggest otherwise are lying to themselves, or more importantly, to us.
