Every purchase will be reported contemporaneously, under penalty of law, and every purchaser will be posted to a suspicious gun related transaction list for investigation at the convenience of the state.
Once the state has a person on the list it can cook up the crime.
Once established, cash purchases will also be flagged. After all only criminals use cash.
