Legislators are a perverse lot, much like Americans in general. Pot wasn’t that big a deal until the government said you couldn’t have any. Alcohol consumption actually went up during Prohibition. Colt practically couldn’t give AR15s away until they were “banned” and they became “America’s Rifle.”
In this case, the Constitution actually requires Congress to make certain laws where firearms are concerned (well, actually militia use thereof: see Article I, Section VII, Clauses XV and XVI), but no one seems to be interested in making any of those. They’re focused entirely on making laws the Constitution forbids.
