The problem seems to lie with the political influence of Republican legislators from Florida’s “Panhandle.” I last saw the term used by someone from Florida Carry, but I don’t think it originated with that group. The term I’m referring to labels the recalcitrant group as “Redneck Republicans.”
Their reasoning predates the civil rights laws, predates the post Civil War Reconstruction Era amendments, even predates the Civil War itself. Their objection to “shall issue”, “permitless carry”, and yes, “open carry” dates all the way back to the days of the Dred Scott case. They have a very deep seated desire towards making sure Florida’s blacks are not allowed to “keep and carry arms wherever they went.”
