Without knowing what the powder was, the cops should have immediately proned the perps at gunpoint from a distance, simultaneously cleared visitors from the hall to another room for a contamination analysis, and anyone approaching and arresting the suspects should have been in full hazmat gear.

The real meat of this story is in the last paragraph: As with ATF and its “rulemaking,” DHS is reversing its previous position on a wall without explanation, and just building a section leaves plenty of room to go around on both ends.
