Noting it’s by AP, I read this as a preparatory contingency for after the Democrats “win” that sets the stage for provocateurs to incite some low-hanging fruit. That way, the regime can consolidate power by cracking down on the wider “greatest threat,” that is, anyone to the right of the Vichycons.
Yeah, I know, that’s a deranged conspiracy fantasy only a lunatic would conceive of.
