It didn’t REQUIRE it until there are an average of 5,000 encounters a day during seven consecutive days, or 8,500 encounters on any single day. It didn’t stop them and send them back. And the “unencountered” still kept coming. And they’re being “resettled.” Where they’ll have anchor babies and staged for “pathway to citizenship” entry.
