And using that rationale, I’d argue they can’t exercise executive “discretion” in “rulemaking” not backed by legislation, either.

Many are the usual suspects. I may do an article showing how some of these lied through their teeth to gun owners to get their votes. For instance, Chavez-DeRemer got an “A” from GOA and Mace was endorsed by NRA.
